Senior Medical Director – James Kempf, EdD
Dr. James Kempf, EdD is a Licensed Clinical Psychologist currently serving
as Senior Director of Behavioral Health in Primary Care for Oregon and
Southwest Washington. Dr. Kempf has 16 years of experience in mental health
leadership and a passionate interest in developing leaders while focusing
on providing timely, efficient, and effective care for our patients.
My leadership style is to give clear direction but allow leaders to be their authentic selves in how they choose to act on the guidance.
A recent empty-nester, my free time is joyfully spent with my wife traveling, cooking, hiking and biking.
Residency Training Director – Teresa DaVigo, PhD
Dr. Teresa DaVigo is a psychologist licensed in Oregon and Washington. Dr. DaVigo received her doctoral degree in Clinical Psychology with Health Psychology emphasis from Seattle Pacific University. She has additional training and experience specific to Organizational Psychology, Clinical Supervision, Project Management and Equity Leadership.
Her clinical specialties include adult and geriatric behavioral health as well as clinical supervision and training. She uses a competency-based approach to supervision and clinically relies heavily on a solutions-focused brief therapy model, leveraging motivational interviewing, cognitive behavioral therapy, and mindfulness strategies to tailor services based on individual worldview and vision for meaningful change. Most of Dr. DaVigo’s patient care and supervision are currently conducted virtually through video platforms or by phone from her home office in Salem, Oregon. In her free time Dr. DaVigo enjoys gardening, reading and spending time outdoors. She and her husband also maintain a tree farm, a wildlife habitat and volunteer within their community.
Psychology Medical Director – Elisa Rudd, PsyD
Dr. Elisa Rudd is a Licensed Clinical Psychologist currently serving as the Psychology Medical Director for Psychologists embedded within the Western Portland Service Area Primary Care Clinics, the Medical Teaching Clinics, Sleep Medicine, and Neurology.
Dr. Rudd earned her undergraduate degree in psychology and before pursuing a career in psychology, she worked in Human Resources in Training and Education Leadership positions. She then completed her M.S. and Ed.S. degrees in Counseling and Human Systems at Florida State University. Her early career involved consulting for nonprofit organizations such as Children of Incarcerated Parents (aka Forever Family) and Big Brothers/Big Sisters of Metro Atlanta, as well as an Associate Directorship and career counseling work at UNC-Asheville and Georgia State University. Dr. Rudd received her Doctoral degree in Clinical Psychology from Pacific University (Diversity Service Fellow), completing her internship at Grand Valley State University’s Career and Counseling Center and her Postdoctoral Residency in psychological testing at Insight Psychological Services. During her graduate studies, Dr. Rudd also spent 8 years working for a 24-hour behavioral health crisis and contact center, responding to and supporting over 35,000 callers in crisis during her tenure.
Raised in Guam and spending summers harvesting her family’s large multi-family garden in the Smoky Mountains of North Carolina, Dr. Rudd has enjoyed living in Portland for the past 18 years with her wife of 30 years. She loves the Pacific Northwest, where she continues to enjoy coast-to-mountain adventures and local harvests. In her free time, you'll find her hiking to discover the next waterfall, perfecting her grandma’s southern biscuit recipe, writing, or immersing herself in all things sci-fi.

Psychology Medical Director – Tyson Payne, PsyD
Dr. Tyson Dee William Payne is a Licensed Clinical Psychologist currently serving as the Psychology Medical Director for clinics within the Eastern Portland Service Area, Southwest Washington, Pediatrics, Neuropsychology, and Assessment. Dr. Payne is a husband, father of 3 teenagers and owner of 2 fluffy dogs. He loves Star Wars and any adventure he can do outside with his family from archery to ziplining. You are likely to find him on walks or skateboarding in the hospital parking lot during breaks.
I have background in business and education having managed a large real estate company and served as Department Head in a community college before getting into psychology. My specialty and passion are pediatric primary and specialty care.
I consider it an honor and privilege to be part of a team that is making the community a better place.
Psychology Medical Director – Tracy Drahota, PsyD
Dr. Tracy Jo Drahota is a licensed psychologist currently serving as a Psychologist Medical Director for most of the rural clinics for Providence Medical Group: Seaside, Hood River, Southern Oregon and the Southern Portland areas. She holds a bachelor’s degree in psychology from the University of Arizona in Tucson, and master’s and doctoral degrees from Argosy University. She completed her internship at Quality Living, Inc., a spinal cord and traumatic brain injury rehabilitation facility in Omaha, Nebraska. Her post-doctoral residency was at a private practice in Phoenix, Arizona. She has 8 years of leadership experience within the integrated care model.
Dr. Drahota focuses living her professional and personal life based on the quote by Mahatma Ghandi, “Be the change you wish to see in the world.” She believes in giving back and loves teaching. At various points in her career, she has taught psychology courses, served on Diversity Site Councils, led the Early Career Psychologist Committee for the Arizona Psychological Association, and was the President of the Arizona Psychology Training Consortium.
Dr. Drahota is a foodie and a Yelp Elite. She loves spending time with her family, traveling the U.S. (she is 6 states shy of visiting all 50 states) and world, watching Hallmark movies (yes, you read correctly), and baking.
I believe situations and people can change when people really care. I truly love helping people find hope and kindness.
Training Committee Member – Jesse Chase, PsyD
Dr. Jesse Chase is a Licensed Psychologist who practices as a Behavioral Health Consultant and serves as the Training Director for PMG’s Psychology Internship Program. Their areas of specialty include Acceptance and Commitment Therapy, medical group interventions, and chronic medical conditions. Dr. Chase supports people in discovering increased connection with themselves, using a curious and compassionate approach. Mindful awareness helps folks clarify what matters most, what stories get in the way, and how to integrate meaningful action steps into their lives.
Jesse was born and raised in the South and moved to Oregon to complete their graduate training. They fell in love with the Pacific Northwest and the communities they cultivated here. Now, Jesse lives in SW Portland with their spouse and two fur-babies. Jesse is also a nerd who loves reading fantasy, playing board games, watching anime, and cosplaying. They spend most mornings and weekends outside, with activities ranging from hiking, to home renovations, to puppy play times.
As a queer, southern, white person raised in rural, religious Tennessee, Jesse aims to be mindful of how their worldview impacts how they move through the world. They are committed to growing their awareness, knowledge, and skills surrounding cultural humility, equity, and applying anti-racist practices. It is an honor and privilege to walk beside patients, trainees, and colleagues as everyone grows and learns together.
Training Program Committee Member – Jennifer Hill, PhD, MAC, ABPP
Dr. Jennifer Hill provides behavioral health treatment for our family medicine patients in the Milwaukie clinic, teaches psychology trainees & medical residents, and is active in our residency's in-house substance use programs. In addition to being a licensed psychologist, she specializes in chemical dependency issues, personality disorders, and anxiety. She loves her job with the residency because it involves all the best things: working with interdisciplinary teams, being inspired daily by a community of lifelong learners, and helping treat people at various places in the lifespan.
After growing up in Colorado and Wyoming, she still feels most at home under a clear blue sky with a mountain on the horizon and she has made Portland her home since 2008. A desire to help patients focus on health, wellness, prevention and treatment, led to her studying psychology. She trained at Augustana College in Sioux Falls, SD and at the University of lowa in lowa City.
Hobbies and wellness favorites include: Cooking, reading, yoga, travel, walking on her lunch break, and camping. She is a cat person.
